Initiative description: Ensure an accessible FIFA World Cup 2022™ for disabled people and people with limited mobility, while facilitating accessibility across physical infrastructure, public transport and services in Qatar

It is estimated that about 15% of the world’s population, or one billion people, experience some form of disability and that many others have specific access requirements. Ensuring that the tournament is accessible for disabled people and people with limited mobility is critical to the inclusivity of the FIFA World Cup 2022™.


FIFA has therefore established requirements to ensure that all FIFA World Cup™ sites and events are made accessible to these groups through adapted site design, operational services and ticketing policies. Tournament organisers are also leveraging the expertise of accessibility specialists and monitors to continually enhance the tournament experience for disabled people and people with limited mobility.


It has also been recognised that accessibility must be facilitated beyond tournament sites and events, and must be delivered across all physical infrastructure, public transport and services in Qatar to ensure a seamless fan experience for disabled people and people with limited mobility.


Qatar signed the UN’s Convention on the Rights of Persons with Disabilities (CRPD) in 2008 and has been implementing various projects to further enhance the quality of services offered to disabled individuals in Qatar. Under the National Development Strategy (NDS) 2018-2022, Qatar seeks to enhance the health and well-being of disabled people in the country by providing adequate health services, special programmes and social services for a high quality of life.


The wide range of infrastructure, transportation and services enhancements that are being implemented in preparation for the FIFA World Cup 2022™, will not only support the objectives of the NDS, but will provide a strong legacy of greater accessibility and inclusiveness for many years after the completion of the tournament.

Accessibility at the tournament

Designing, building and/or selecting accessible FIFA World Cup 2022™ sites, delivering accessible services at FIFA World Cup 2022™ sites and events and establishing a system to audit compliance with FIFA and SC accessibility standards as applicable.
