Promoting local sustainable suppliers

Initiative description: Developing a free online service to enable businesses to compete for contract opportunities linked to the FIFA World Cup Qatar 2022™ by matching FIFA World Cup Qatar 2022™ buyers with potential local suppliers and facilitating access to focused business support through small-to-medium-enterprise (SME) development initiatives in Qatar.

Since the beginning of its activities, the Supreme Committee for Delivery & Legacy (SC) developed a dedicated online platform where interested suppliers could register to access the main FIFA World Cup Qatar 2022™ procurement opportunities. For the majority of tenders, the SC ensured that local providers were included among the bidders.

The FIFA World Cup Qatar 2022 LLC (Q22) did not develop a second parallel online platform because all procurements processed by Q22 were carried out through direct invite of potential bidders. To ensure the inclusion of local suppliers, the Q22 Procurement Procedure stated the following in relation to every new procurement process: “The Procurement Function is responsible for creating a list of bidders based on the required goods/services, prioritising Qatari and regional suppliers.” Only when the local market was unable to satisfy the required demand for goods and services and/or could not invite enough potential bidders, were international companies invited.
