Workers’ recruitment and working conditions

Objective: Promote and ensure decent working and living conditions and fair recruitment for workers engaged in construction of tournament infrastructure, provision of services for the tournament, and other construction projects and supply chain relationships directly linked to the FIFA World Cup Qatar 2022™.

Context

Across its life cycle, the FIFA World Cup Qatar 2022™ enlisted a workforce of tens of thousands of people, mostly migrant workers. This workforce was comprised of full-time and temporary employees, contractors, subcontractors, suppliers and volunteers, providing key services in areas such as construction, food and beverage, cleaning, event management, hospitality, transport and security.

This diverse workforce required that effective measures, in accordance with relevant international standards, be put in place to ensure the labour rights of all workers employed to deliver FIFA World Cup Qatar 2022 LLC (Q22), FIFA or Supreme Committee for Delivery & Legacy (SC) projects. The tournament also acted as a catalyst to help advance the protection of labour rights in Qatar and beyond.

The workers’ recruitment and working conditions objective was addressed through the following initiatives:

Enforcement of Workers’ Welfare Standards

Continuing to enforce the Workers’ Welfare Standards and best-practice health and safety standards for all SC capital projects and manpower services contracts through the four-tier auditing system.

Reviewing and updating the Workers’ Welfare Standards to reflect feedback from stakeholders, including workers, workers’ representatives, contractors and construction partners, government, rights advocates and experts, and international delegations.

Standards for tournament services workers

Expanding the scope and application of the Workers’ Welfare Standards, or an adaptation of such, for workers engaged in the provision of services for all sites, such as cleaning, catering, hospitality, etc during the FIFA World Cup 2022™ tournament period.

Engagement to enhance workers’ welfare

Driving long-term positive outcomes for construction workers. This includes working on developing cooling technologies for Qatar’s unique construction environment and delivering training to workers to develop skills in areas beyond their immediate work.

Engagement on labour issues

Engaging with entities responsible for the construction of and provision of services for infrastructure that is not being developed directly for the tournament but will be used during the tournament including transport systems, ports, utilities and hotels.

Legacy contribution to labour rights in Qatar

Continuing to play a pivotal role in contributing to the technical cooperation programme between Qatar and the ILO to ensure compliance with relevant international labour standards and achieve fundamental principles and rights at work in Qatar.
